Elected! Nanjing’s 1st Female Mayor is 2nd in all of China

Nanjing made history earlier this week, electing a woman as city mayor for the first time. In a sign that is indicative of how progressive local government has become, the new mayor is also only the second provincial capital mayor in China.

In the afternoon of 12 January, 2020, the third plenary session of the Sixteenth People’s Congress of Nanjing confirmed the election of Han Liming (韩立明) as mayor of the Nanjing Municipal People’s Government. 

Back in October, the Congress announced that it had accepted the resignation of Lan Shaomin as then-mayor. The Congress simultaneously appointed Han as Deputy Mayor and Acting Mayor of Nanjing.

Born in 1964, in Changzhou, Jiangsu Province, Han joined the Communist Party in April 1986, graduating from the Provincial Party School as a senior political engineer.

From 1991-1994, Han served as secretary to Changzhou Party Secretary, Chen Yuying. This was a key period for Changzhou, as the city became a model for small to medium sized cities. According to China analysts, Plennum, the city was known for its unique and innovative path of development in a variety of light industries.

During a stint as secretary of the Liyang District (Changzhou) Municipal Party Committee, Han spent 2 months in France, training with the 12th Provincial Senior Management Economics Research Class.

She then served in a variety of government roles in Nantong and Taizhou back in her native Jiangsu.

The move to Nanjing came in September last year, when Han became Deputy Secretary of the Nanjing Municipal Party Committee and Director of the Jiangbei New Area Management Committee. The latter role she retains today.

China’s only other female mayor is in fact she of a city neighbouring Nanjing. Ling Yun (凌云) has been mayor of Hefei, capital of Anhui Province, since 2016.

Given Hefei’s proximity to Nanjing, China’s only two female mayors will have much opportunity to cooperate. Han’s appointment shall also therefore add further strength to the integration of the economies of both Jiangsu and Anhui provinces.
