With the second morning’s dawning of Shanghai’s emergency expo, one of the world’s biggest buildings felt less like a trade fair than a rehearsal for calamity; drones hovered overhead, rescue dogs padded past and screens seemed to promise order amid chaos.

上海应急展迎来第二天清晨,世界上最大的建筑之一,给人的感觉已不像一场贸易展会,更像是一场灾难来临前的预演;无人机在头顶盘旋,搜救犬从身边走过,屏幕上闪烁的信息仿佛在混乱之中承诺着某种秩序。

Held on 8 May at the National Exhibition and Convention Centre (Shanghai), the 5th Yangtze River Delta Emergency Disaster Reduction & Rescue Expo brought together the very broad church of modern safety; fire services, medical responders, rescue-equipment makers, welfare organisations, emergency planners and the kind of technology companies that believe every crisis can be improved by a smarter dashboard.

5月8日,第五届长三角国际应急减灾和救援博览会在国家会展中心(上海)举行。展会汇聚了现代安全体系中几乎所有重要角色;消防力量、医疗救援人员、救援装备制造商、公益组织、应急规划者,以及那些相信每一场危机都能因更智能的数据看板而有所改善的科技企业。

It is easy to be cynical about expos, with their polished booths and heroic slogans. Yet this one had an unusually practical pulse. The Yangtze River Delta is wealthy, dense and vulnerable; a place where typhoons, industrial accidents, urban flooding and public-health scares are not abstract scenarios but recurring editorial assignments.

面对展会上光鲜的展台和英雄式的口号,人们很容易心生怀疑。然而这场展会有一种少见的务实节奏。长三角富庶、密集,也脆弱;在这里,台风、工业事故、城市内涝和公共卫生风险并不是抽象设想,而是会反复出现在新闻现场的现实题目。

Across the exhibition halls, the future of emergency response looked both mechanical and human. There were drones for reconnaissance, portable shelters, communications systems, rescue vehicles, medical equipment and displays devoted to turning fragmented response into something faster, calmer and less dependent on luck.

穿行于各个展馆之间,未来的应急响应既显得充满机械感,也保留着人的温度。这里有用于侦察的无人机、便携式安置设施、通信系统、救援车辆、医疗设备,以及种种试图把零散响应转化为更快速、更冷静、更少依赖运气的解决方案。

The best stands were not selling gadgets so much as confidence. A machine that can reach a flooded village, a stretcher that folds into a car boot, a platform that lets agencies share information before panic curdles into confusion; these are modest miracles when the clock is running.

Shanghai was also making a regional point. The Delta’s strength has long been integration, from transport to manufacturing. Emergency management is now part of that story, asking whether Jiangsu, Zhejiang, Anhui and Shanghai can think as one before disaster forces them to.

上海也借此传递出一个区域层面的信号。长期以来,长三角的优势在于一体化,从交通到制造业皆是如此。如今,应急管理也成为这一叙事的一部分;问题在于,江苏、浙江、安徽和上海能否在灾害迫使它们协同之前,先学会像一个整体那样思考。

Inside the expo, one forum narrowed the huge subject of disaster to a smaller, more vulnerable one. Under the theme “Addressing Children’s Humanitarian Needs and Jointly Protecting Their Growth”, speakers moved from refugee response and global child priorities to rare-disease relief, paediatric medical aid and social support for critically ill children.

在展会内部,一场论坛把“灾害”这个庞大议题聚焦到一个更小、也更脆弱的群体身上。论坛以“回应儿童人道需求,共同守护儿童成长”为主题,发言内容从难民应对和全球儿童优先事项,延伸到罕见病救助、儿童医疗援助,以及重症儿童家庭的社会支持。

UNICEF China, UNHCR China and the UN World Food Programme China Office helped set the international frame. Domestic foundations and Red Cross representatives then brought the discussion closer to home, with examples from Jiangsu, Chongqing and Shanghai showing how emergency welfare is often built case by case.

联合国儿童基金会驻华办事处、联合国难民署驻华代表处和联合国世界粮食计划署驻华代表处为讨论搭建了国际框架。随后,国内基金会和红十字会代表把话题拉回中国语境,通过江苏、重庆和上海的案例说明,应急公益往往是在一个又一个具体个案中逐步建立起来的。

The forum’s second half was more revealing still. AEDs for children, first-aid supplies, ESG programmes and even therapy dogs sat beside discussions of child mental health. That mix matters; disaster does not end when the ambulance leaves, especially for the young.

论坛后半程更能说明问题。儿童自动体外除颤器、急救物资、ESG项目,甚至疗愈犬,都与儿童心理健康议题并置在一起。这样的组合很重要;尤其对孩子而言,灾难并不会随着救护车离开而真正结束。

There was something quietly powerful about hearing “silent cries” discussed in the middle of a rescue expo. After all the hardware, the forum insisted that protection also means listening, follow-up care and the unglamorous work of making frightened children feel safe again.

在一场救援博览会中听到关于“无声呼救”的讨论,带着一种安静却有力的触动。在所有装备展示之后,这场论坛提醒人们,保护也意味着倾听、后续照护,以及那些并不耀眼却至关重要的工作;让受惊的孩子重新感到安全。

By noon, the machines still gleamed and the booths still hummed. But the morning had sharpened the expo’s real message; in the face of chaos outside, order is not only built from drones and dashboards, but from how carefully a society protects its smallest voices.

到了中午,机器依旧闪亮,展台仍然热闹。但这个上午已经让展会真正的信息更加清晰;面对外部世界的混乱,秩序并不只来自无人机和数据看板,也来自一个社会如何细致地守护那些最微小的声音。
