This day, 7 August, in 1971, the Chinese government issued a statement on the issue of nuclear weapons to advocate convening a world summit to discuss the complete prohibition and thorough destruction of nuclear weapons, and expressing the belief that the United States and Soviet Union should separately or jointly issue a statement to publicly undertake the obligation to ensure that each shall not be the first to use nuclear weapons at any time and under any circumstances.
