This day, 13 April, 1988, the First Session of the Seventh National People’s Congress passed its decision on the establishment of Hainan Province and its resolution on the establishment of the Hainan Special Economic Zone in an effort to increase investment. The island of Hainan had previously fallen under the jurisdiction of Guangdong Province.
